She uses her invulnerability (she's not running for anything) to attack the enemy with a taunt, thus drawing the adversary away from the weaker party members. Notice the craft in the taunt. She never names Tulsi. Now, the various Democrats get to look charitable and she takes the hits. Meanwhile, people really check out Tulsi, and find out how messed up she is. It also hurts any third party aspirations Tulsi might have, since now she's been called out.
